Not a feed, not a newsletter — the changelog of the institution's thinking. An issue publishes only when a framework changes, gains evidence, meets a contradiction, or releases a tool. The frameworks live in the Register; the Journal records what changed since.
Publishing rule: no evolution, no issue. Silence means nothing moved.
Two things. The Continuum gained its Pathway Layer — four evidenced routes across the gaps (Borrow · Shrink · Build · Rent), each at pattern maturity with two cases. And the planned UPI counter-case completed — it did not refute the framework; it bounded it.
The framework now answers how to cross the gaps, not just where they leak — and it tells you when not to use it at all. The zeroth question before any brief: is attention even the scarce input in this category?
UPI: 23.2 billion transactions a month (May 2026), ~85% of India's retail digital payments — built by demonetisation, zero MDR, QR codes and interoperability, not by attention design. Inside the rail, distribution beats advertising: payments' most famous ad brand holds under 8% (share includes a 2024 regulatory hit — caveat held); CRED, the spike case of our own season, holds 0.68% (never its objective — caveat held).
In any planning conversation, first establish the scarce input. If attention — pick the pathway by condition. If distribution — fix rails before renting reach.
Issue 02 publishes when the thinking next moves — a new case that holds, a contradiction that lands, or the Weight-of-the-Ask research reaching its bar. Nothing here ships on a schedule.
